Haryana offers proposal to Tesla for setting up electric vehicle plant in the state

Haryana Chief Minister Nayab Singh Saini has extended a formal invitation to the American electric vehicle and clean energy company Tesla to establish a manufacturing unit in the state. The announcement came on Thursday after a high-level meeting between the Chief Minister and a delegation from Tesla India Motors and Energy Private Limited, the Indian subsidiary of Tesla Inc., led by its South-East Asia Director Isabel Fan.

The Tesla team met Saini at his office to invite him to the upcoming inauguration of the company’s new Experience Centre in Gurugram, which marks the company’s third major outlet in India after Mumbai and Delhi. During the meeting, Saini expressed Haryana’s strong interest in becoming one of the key centres for Tesla’s future manufacturing operations in India. He assured the delegation that the Haryana government would extend every possible support to help the company set up its plant in the state.

Tesla’s growing presence in India

Tesla’s expansion in India has gained pace in 2025, with the company now moving beyond showrooms and experience centres toward potential local manufacturing. The Gurugram Experience Centre, located at Orchid Business Park on Sohna Road, spans nearly 51,000 square feet of super built-up area, leased for nine years at a starting monthly rent of ₹40.17 lakh.

This new centre will serve as a platform for Tesla to showcase its electric vehicles and clean energy products to potential customers, provide test drives, and educate buyers about sustainable mobility solutions. The Experience Centre will also mark a major step in Tesla’s strategy to build a stronger consumer base and brand presence in India before it starts full-scale local production.

After successful launches in Mumbai (July 2025) and Delhi (August 2025), Gurugram has emerged as a natural choice for Tesla’s next expansion. The city is known for being one of India’s largest automobile hubs, home to major automotive companies such as Maruti Suzuki, Hero MotoCorp, and several international component manufacturers. Gurugram’s proximity to Delhi, robust infrastructure, and availability of skilled labour make it an ideal base for global automotive brands.

Tesla’s growing interest in India also comes at a time when the Indian government is actively encouraging electric vehicle manufacturing through tax incentives, faster clearances, and dedicated EV policies. The company has been exploring potential manufacturing sites in various states, including Maharashtra, Gujarat, and Tamil Nadu. Haryana’s new proposal could strengthen its chances of attracting Tesla’s investment, especially given its strong automotive ecosystem and business-friendly policies.

Haryana offers strong pitch for Tesla investment

Chief Minister Saini emphasised that Haryana is already one of the country’s leading automobile manufacturing states and is now aiming to become a major electric vehicle hub. “Haryana provides world-class infrastructure, industrial clusters, and investor-friendly policies that make it the best destination for setting up manufacturing facilities,” Saini said during the meeting.

He also assured the Tesla delegation that the state government is ready to provide all required support, including land allocation, fast-track approvals, and logistics assistance. Saini said that establishing a Tesla plant in Haryana would not only bring advanced technology and innovation but also create thousands of new jobs for youth and boost the state’s economy.

Haryana already hosts several major automobile plants, including those of Maruti Suzuki and Honda, along with hundreds of auto component suppliers. The Chief Minister noted that this strong industrial network would make it easier for Tesla to source parts locally and integrate into the supply chain smoothly.

According to officials, the government is considering offering Tesla special incentives under the Haryana Electric Vehicle Policy, which promotes local manufacturing of EVs, batteries, and charging equipment. The policy aims to attract investment, promote green mobility, and reduce pollution in urban areas.

The state’s capital region, including Gurugram, has already started adopting electric public transport and installing EV charging stations at multiple locations. Setting up a Tesla manufacturing facility would further accelerate this transition toward clean energy and sustainable transport.

During the discussion, Isabel Fan thanked the Chief Minister for his warm invitation and interest in Tesla’s expansion. She said that Tesla recognises India as a major future market for electric vehicles and renewable energy products and is evaluating options for long-term investment. The Gurugram Experience Centre, she added, will play a key role in introducing Indian customers to Tesla’s products and values.

Industry experts believe that Haryana’s offer could significantly strengthen the state’s position in India’s EV landscape. With the success of companies like Maruti Suzuki and Hero MotoCorp, Gurugram and nearby industrial zones have already proven their manufacturing capabilities. A Tesla plant would add global visibility and attract more international investors to the region.

The Chief Minister concluded the meeting by expressing his optimism that Tesla’s arrival would mark a new chapter in Haryana’s industrial growth. He assured the company that all necessary infrastructure — from roads and power to logistics and research support — would be provided to ensure smooth operations.

As Tesla prepares to inaugurate its Gurugram Experience Centre, the discussions between the company and the Haryana government have opened the door for deeper collaboration. If the talks progress positively, Haryana could soon join the global network of locations where Tesla manufactures its iconic electric vehicles — making it a landmark achievement for both the state and India’s journey toward sustainable mobility.
